Cyprus Joins EU’s SAFE Defense Program as 6th Member

Cyprus has become the sixth EU member state to sign onto the SAFE program, the European Commission's newly launched defense funding initiative. The announcement came directly from Andrius Kubilius, the EU Commissioner for Defense and Space, who posted the news on X Tuesday.

Kubilius did not mince words on the urgency, saying there is no time to wait and that Cyprus is already on a firm path toward strengthening European defense readiness. He added that EU support will soon begin flowing directly to Cyprus's armed forces and defense industry.

"There is no time to wait" — EU Defense Commissioner Andrius Kubilius on Cyprus joining SAFE

SAFE, which stands for Security Action for Europe, is a key pillar of the EU's push to accelerate rearmament across the bloc. The program allows member states to access pooled EU funding for joint arms procurement and defense capacity building. Cyprus joining as the sixth signatory signals growing momentum for the initiative across Eastern Mediterranean member states.

For Cyprus, the timing carries obvious weight. The island remains divided, with Turkish forces occupying the northern third since 1974, and Nicosia has long pushed for stronger EU-backed defense guarantees. Access to SAFE funding could allow Cyprus to modernize its military hardware at a pace it could not achieve through national budget alone.

The EU has been moving faster on defense integration than at any point in its history over the past two years, with the Russia-Ukraine war and escalating tensions in the Eastern Mediterranean driving member states toward deeper cooperation.
